Guangdong secondary vocational schools will have "Professor" Teachers

<p style="line-height: 2em;">Recently, the Provincial Department of human resources and social security and the Provincial Department of Education jointly issued the implementation plan for deepening the reform of the teacher title system in secondary vocational schools in Guangdong Province (hereinafter referred to as the plan). The original series of teacher titles in secondary vocational schools and those in vocational high schools were merged into the newly established series of teacher titles in secondary vocational schools. What is different from the past is that teachers of cultural courses, professional courses and internship instructors can be awarded senior titles.</p><p style="line-height: 2em;"><strong>Unify and merge the professional titles of secondary vocational school teachers</strong></p><p style="line-height: 2em;">As early as 2016, our province started the reform of primary and secondary school teachers&#39; professional titles. The biggest change is that primary and secondary school teachers can apply for senior professional titles. Teachers with senior titles are often called &quot;professors&quot; in primary and secondary schools.</p><p style="line-height: 2em;">It is proposed to further improve the professional titles of teachers in secondary vocational schools and vocational schools. The teaching and research institutions of vocational education at provincial, municipal and county levels set up the categories of teachers&#39; titles of cultural and professional courses. The original series of professional titles of secondary vocational school teachers and the professional titles of vocational high school teachers are merged into the new series of professional titles of secondary vocational school teachers. The former senior teachers of vocational high school correspond to senior lecturers; the former senior lecturers of secondary vocational school and senior teachers of vocational high school correspond to senior lecturers; the former lecturers of secondary vocational school and grade one teachers of vocational high school correspond to lecturers; the former assistant lecturers of secondary vocational school and grade two teachers of vocational high school correspond to assistant lecturers; the former teachers of secondary vocational school and grade three teachers of vocational high school can be employed Assistant lecturer.</p><p style="line-height: 2em;">The corresponding relationship between the unified secondary vocational school teachers&#39; Professional Title level and the professional and technical post level of public institutions is as follows: Senior corresponding to professional and technical post level 1-4, deputy senior corresponding to professional and technical post level 5-7, intermediate corresponding to professional and technical post level 8-10, assistant corresponding to professional and technical post level 11-12, member corresponding to professional and technical post level 13.</p><p style="line-height: 2em;"><strong>Change the tendency of overemphasizing papers and academic qualifications</strong></p><p style="line-height: 2em;">The plan proposes to strengthen the evaluation of teachers&#39; ethics and &quot;zero tolerance&quot; for behaviors violating teachers&#39; ethics. According to the post types and post characteristics of teachers, the evaluation standards of all kinds of teachers are formulated and classified evaluation is implemented. Highlight the achievements of education and teaching, pay attention to the achievements of practical teaching and technical talents training, pay attention to the achievements of teaching reform of the integration of production and teaching, school enterprise cooperation and work study combination, pay attention to the practical experience of industry and enterprises, effectively change the tendency of overemphasizing papers, academic qualifications and projects, and promote the construction of double qualified teachers.</p><p style="line-height: 2em;">&quot;Lean to the best.&quot; The person in charge reminded that secondary vocational school teachers working in hard and remote areas and supporting poverty alleviation and teaching, as well as teachers undertaking both cultural and professional courses and internship teaching tasks, should be given appropriate preference in the evaluation and appointment of professional titles (positions). For open recruitment teachers with more than 3 years of working experience in enterprises and higher vocational education, their working experience and achievements in enterprises can be referred to in the first evaluation to directly evaluate the corresponding level of professional title.</p><p style="line-height: 2em;">At the same time, the plan makes it clear that the evaluation of teachers&#39; professional titles in secondary vocational schools should be carried out within the approved proportion of post structure, and the qualification evaluation beyond the proportion of post structure and separated from post employment will no longer be carried out. Before the reform, the personnel who have obtained the professional and technical post qualification of secondary vocational schools but have not been employed to the corresponding posts no longer need to be assessed by the jury.</p><p style="line-height: 2em;">The person in charge reminded that the structural proportion among senior, intermediate and primary posts of secondary vocational school teachers, as well as the structural proportion of various levels within senior, intermediate and primary posts, should be implemented according to the new secondary vocational school teachers&#39; Professional Title grade system and the relevant national and provincial regulations on the post setting management of secondary vocational schools.
